My favorite quote was the Medical Officer of Health for Regional Public Health saying in response to questions from members of the public at a meeting:   ”You have to remember our position, Regional Public Health have a contract with the Ministry of Health to promote fluoridation.”

For me the most memorable quote this year was delivered by Labor Councilor Peter Marsh-Jenks at the full meeting (all members) of Southampton City Council on 19 November 2008, just before he voted in favor of the proposal to fluoridate the water supplies of 200,000 people in Southampton and South West Hampshire;  ”Mass medication is not always necessarily wrong”

Jeanette also quotes my submission to the South Central Strategic Health Authority (Southampton, UK):

Robert Hall from Nevada, in response to my list of questions in the last bulletin, provides some sage political and legal advice. Paul, never forget to go back to square one and hammer away with a demand for the legal authority any pro-fluoride lobby claims in order to mass medicate anyone without their informed consent (in writing). Demand all the legal authority they claim as justification for their actions, not examples, all of it.

What is the legal authority for a medical doctor or dentist to treat anyone they cannot lawfully and ethically claim as their patient without their informed consent? Where does any licensed medical or dental professional get the legal and ethical authority to prescribe a systemic poison for millions they cannot lawfully or ethically claim as their patients. If they gave a systemic poison to their patients they would risk their license to practice.

Start with these two questions. Get them in a legal and ethical corner and do not let them go. They are using a debating trick by putting out an assumption in a way that evades questioning. They seize the high road without a fight. We should not be going into most of the other issues that are raised until the entry issue is resolved.

If physicians, dentists and government officials claim the authority to mass medicate, where does that authority stop?

Fluoridation by personal choice for the poorly educated is one issue. Mass medication is an entirely different issue.

Give those who are in a tough fluoride fight my telephone number. That includes their lawyers. I will drill them on a way to win the legal and ethical argument.

Let me give you an example. Try the Fourteenth Amendment to the Constitution of the United States and the following enabling statute. (Foreign country attorneys will have research their respective laws.) Do a Web search of the following:

42 U.S.C. § 1983, commonly referred to as “section 1983″ provides:

Every person who under color of any statute, ordinance,
regulation, custom, or usage, of any State or Territory or the
District of Columbia, subjects, or causes to be subjected, any
citizen of the United States or other person within the
jurisdiction thereof to the deprivation of any rights, privileges,
or immunities secured by the Constitution and laws, shall be
liable to the party injured in an action at law, Suit in equity,
or other proper proceeding for redress, except that in any action
brought against a judicial officer for an act or omission taken in
such officer’s judicial capacity, injunctive relief shall not be
granted unless a declaratory decree was violated or declaratory
relief was unavailable.  For the purposes of this section, any Act
of Congress applicable exclusively to the District of Columbia
shall be considered to be a statute of the District of Columbia.
